Including a lot of huge refactoring things - our Perl code now has more commas in the right places and less semicolons in the wrong places

An update on security alerts: no SEC ticket but for our IRC logger is currently opened, thanks to lucifer for doing the regular maintenance.
Last, I’m calling [developers] for propositions of open source organization/developer to make our first year donations as per Summit 23.
Reminder: We are targeting projects that are used by our own projects and not widely funded already.
I will mostly reuse the list that mayhem started in 2022 but it is still open.
