Even very different interpretations, arrangements, tempos, don’t make a new work.

Though it doesn’t look like you would also make it a separate work if you could listen to. All opportunities for linking it to an existing work don’t fit. It’s neither part nor cover or edit, just based on the same composition but not the same audio source.

Different instruments, different arrangements, different tempo, … those are usually not a new work.
From the examples you chose in your edits, I think I understand your doubts. If you listen to ‘Knocking on Heaven’s Door’, may be from Guns ‘n’ Roses or Dylan’s original or his live raggae version they surely are the same work. These days I worked on a live release of a Zappa coverband with a title ‘Bolero’ on it. After listening for a few seconds it was clear that it had to be linked to the original Ravel work (cover, partly, live). If you are a bit familiar with jazz you also know that every live recording of the same title performed by the same artists sounds (very) different, but also doubtless it is the same work.
But if they only take the underlaying harmonies (if any, it’s jazz!) they create a new work based on the older one.
That’s what we have here, imo.
Anyone listening to the compilation version and the one on “Susie Soho” one after another would have problems to even realize that it is the same composition. Maybe that also is the reason why this version can’t be found anywhere else, not authorized or so.
I really would like to upload a mp3-copy for comparison if it was possible.

Spotify seems to have a musicbrainz-style setup linking tracks to recordings, to avoid storing N duplicates of the same recording. Not sure whether they use mbids or something else (like the official ISRC for the track) to decide when to do this.
I’ve noticed this on compilations where an artist re-recorded a song (so with slight differences in mixing and/or arrangement) that end up being the original studio recordings on spotify.
Though that doesn’t really help with the discussed issue, also on Amazon the original version only is available for mp3 download and streaming. By now I’m nearly convinced that the compilation version was withdrawn from publishing somehow.
BTW: The mentioned audio profiles are taken from own mp3-ripps of the CDs.
Or the other way around. On compilations you often find edited (shortened, in general) tracks but on digital downloads of this compilation you’ll get the original album tracks.
EDIT: But could we please go back to the original topic of this thread.
for the record, i’m pretty sure they use ISRC (along with some checks like “do they have a similar name”). that’s how i link up singles to their album counterparts through my distributor, anyway.
