Great work identifying a pressing issue, the responsiveness of the site is definitely a problem at the moment.
@akshaaatt can say more about what you could help with/whether there is room for a GSOC project somewhere, but this exact project is already happening fortunately (but unfortunately for your proposal!)

I can’t find a ticket for the home page redesign, but you can see thread one here, and thread two here.
As you can see this is a major project… I would be hesitant to throw a GSOC applicant into it in any case, because the MB community is extremely particular. Unlike most sites MB needs to be approached as desktop first (not mobile), as that’s where most editors are active. Basically: the feedback has been brutal/critical, and design iterations have gone on for months, not weeks!
I thiiiiink the ongoing job of converting everything to react (a massive pile of tickets) is also heading towards the goal of making all pages responsive?
It’s a better idea to look at other options for GSOC imo - but maybe Akshaaat has ideas for how you could contribute to what we’re doing with responsive UI
