Video encoding (NTSC, PAL, etc.) and recordings

I don’t know if this has ever been formally discussed. I think there might have been a thread about this on the old forums, but my memory is hazy.
We have guidelines saying to split recordings if there are different audio channels, but what about video recordings? Older, analog video release formats (VHS, Betamax, Laserdisc, etc.) used either NTSC, NTSC-J, PAL or SECAM encoding. Should there be separate recordings for different format versions of a video release? Similarly, should there be separate releases for different format versions of a release? (This is almost a no-brainer, but then I found this in Discogs.)

We don’t care about the difference in video format for recordings as they are equivalent.
You should create a new release if the dvd is in a different format but the recordings can all be the same.

I have not yet split per video format (like I do not split per audio medium).
I have already split recording based on video, though. When audio was the same but it was different camera angles on video.

I would split NTSC/PAL/etc. Releases but keep the Recordings the same.
