If a release has the wrong cover art - e.g. a back cover with the wrong catalogue numbers - should it be removed?

Yes. Absolutely.
Don’t forget to add a note explaining what is wrong with the image you’re removing.

Yes, it should be removed, but the best is to create the correct release (if it’s missing) and re-upload the original to it (if not already there).
Of course, edit notes explaining what’s going are heavily recommended.

There is a move cover art feature request, but I guess it’s impossible due to cover arts being in another system (CAA) with its own static per release MBID folder structure.
