Release "Twilight" by "Blue System": First release vs. re-issue, or "Printed in Germany" since when?

In MusicBrainz there is a release “Twilight” by “Blue System” with catalog number “260 295-217”

It has release date (year) 1989.
The record for the linked Discogs release (https://www.discogs.com/release/3235598) shows this release as Re-Issue, without date/year and the note “Reissue published in the 90s”.

I guess the initial release of this album (CD) had the “distribution code” “260 295-222”:

Note: It’s the same barcode and the codes differs at the end (price code?): “-217” vs. “-222”.
Maybe a “lower” price code means a lower price? This might be not unusual for re-issues.

One thing looks strange to me: If the release with number “-222” is the initial release of Oct. 1989, why has it “Printed in Germany” and not “Printed in West Germany” (or “Printed in the Federal Republic of Germany” or something like this)?
The German reunification was one year later (Oct. 3, 1990)!
Is there any “rule” since when “Printed in Germany” was used (again)? and/or how long “Printed in West Germany” (or “Printed in the Federal Republic of Germany” or something like this) have been used?

Also here the “-217” is treated as Re-Release and the “-222” seems to be the initial release.
