Question on Japanese characters

Why does japanese releases doesnt use japanese characters?
I often see “(”, “)”, “,” instead of “（”, “）”, “、”.

Also another example:
This release use "〈" & “〉”
歌物語 -**〈物語〉**シリーズ主題歌集-

But this one uses “<” & “>”
歌物語 -**<物語>**シリーズ主題歌集-

You are right it is better to use #cjk punctuation for #japanese text in general.

But sometimes (often), modern albums do use Latin punctuation on purpose, consistently on their printed package and CD label, etc.

Then in this case it’s also good to follow the actual packaging.
