Not an editing error. Just the way it was done for a while. However, it is now been asked of editors to not add the long lists of countries anymore. I’ll fix this one. If you see any in the future, just put in an edit to either worldwide (unless large populated countries are exempted) or leave blank (if said counties are omitted) and show what countries are exempted in the annotation.
