I have encountered the ModBot IPI checker spanking several times and each takes investigation. Once the IPI was on the wrong entity and I had to put in a edit change, once the publisher name had slightly changed (I think “inc.” was added) I added an alias, and a while back I ran into something like you have. There are a number of publishing entities with the same name between BMI and ASCAP.
In this case the BMI shown publisher is with PRS

ok but considering that in MusicBrainz-land we split have split the company (which may actually just be the one real-world entity) into a Holdings company and a Publisher, is it worth moving all publishing relationships to the Publisher entity?
I do not know. It appears ASCAP is mapping the “MPL Communications Inc.” PRS and SOCAN works under this publishing IPI, if that makes since. Maybe ASCAP originally had to do this where BMI did not.
