Is it possible to add external review URL to any album? I have seen the URL linked in “Annotation”, but I cannot figure out how to add Annotation to an album. Thanks in advance for a response.

Additionally, annotations can be added with “Add annotation” (or “Edit annotation”) on the release sidebar, or inside the release editor. But yeah, for this case, ideally just use the release group level relationship.
