How do you know whether to merge a release or not?

When a duplicate was created but you know everything including the packaging is the same.
Or when the duplicate brings nothing new and it does not conflict to merge it with the existing release.

To expand on this bit. This means being careful on large releases for famous bands as a single word on the rear of the artwork is a new release. A change of copyright, change of country, different manufacturer on the CD. These all happen when a CD is printed for a few decades at different plants.

Different Discog links should also be noted as they will often be a pointer to something you may not have initially spotted.

Usually good to check Edit History too to see the intent of the original uploader. Any major difference are often also noted in the Annotations.

There are two or more releases with the same titles, should I merge them?

For cover art see Style/Release
Discrepancies and any needed post-merge cleanup can be explained through edit notes
