Confused why deleting cover art was rejected

Looks like this one was rejected—but it says it should be accepted upon expiration, and there were no votes.

edit: and now it’s applied, so maybe I just caught it in the middle of applying?

Did it say it was rejected? If not, edits don’t apply immediately, but are applied around the full hour mark (so you can see instead of closing at 11:14, it closed at 12:00). But if it did say it was rejected then that’s strange.
