Style / Release Group - MusicBrainz lists “Releases in different countries” as things that go together.
Does this apply even when an album is completely rebranded for a localized version - different name and artwork to a degree that it can’t be recognized?
Currently separate RG:
Musically, they go together, but in name and appearance, they don’t at all.
I’m inclined to merge into the “Fuc*in Rock’n’Roll” RG, but it would make the discography listing very confusing if someone only knows the album as “Natasha”, and possibly cause duplicates.
We merge them, indeed.
If you want to include both names on the release group, it’s possible as Title 1 (Title 2), or even as Title 1 / Title 2.

if the music is the same between the two releases (i.e. the lyrics aren’t translated), then yes, I would merge them
no matter what you do for the release group name and/or disambiguation, I would be sure to add both names as aliases with proper locales so both titles are searchable

A similar thing happens with Kpop releases. Albuns are re-released with one or two new tracks, with a new title, usually of one of the new tracks.
I put them in the same release group, since in kpop they’re usually called repackages. I’ll keep the original name as the title, and add a disambiguation “later repackaged as XXX”. Here’s an example: Release group “Catch Me” by 東方神起 - MusicBrainz
In your case, maybe you could keep the title as “Fuc*in’ Rock’n’Roll”, and add a disambiguation: “released in Europe as “Natasha””
