If I install from the ppa it works as it always has but not if I install the snap. Snap will not open my media folder where my usb drives reside even if I change permissions from root which I shouldn’t need to do anyway.
Snap applications are inside a sandbox that gives only limited access to the filesystem. Picard has full access to the home folder and snap also allows to give access to removable media. See Download & Install Picard — MusicBrainz Picard v2.7.3 documentation for details.
