Check which release you are tagging against. On some releases in the database the track title for this recording is written with an uppercase “And”, see Recording “You Lie… And Yo Breath Stank” by Infectious Grooves - MusicBrainz
Should probably be updated in the track listings, but still that is how it is right now.
The “Title Case” and “Smart Title Case” would do this. Check under Options > Plugins if one of those plugins is enabled.
