Do video and audio tracks with the same audio content count as the same recording? Do they get the same acoustids? I’ve scanned some mp3s lately that have been linked to video tracks in Picard, which seems like it shouldn’t happen.

No, they are not the same recording. The video should have a recording that is of the video type.
But, they could share the same acousticid as that analysis only considers the audio content.

Would seem logical that the AcoustID would match the videos if no audio tracks uploaded before. Audio is audio.
There is a Relationship that can be set between recordings of videos and audio. Under recordings it can be set to “Music video of” (or the reverse).
