I am looking for old Italian shellac record (78 rpm) from years 1942-1947:
Cetra DC 4267 Alfredo Clerici - Il canto del fiaccheraio (Franchini-Valladi)
or for mp3 copy of the same song

Internet Archive might be your best bet, I know that have/have had some project(s) to archive 78 RPMs. A quick search shows a small handful of items that might be relevant:
