I have many music files that have recently been updated trough MB Picard. I would like to know where the default folder is where they are stored when downloaded and how to access. Also, can I have them downloaded locally?

Have you looked at your configuration?
I’m not quite sure if this is maybe just different understanding of wordings. But Picard itself does not download any music, it can only tag files you already have locally.
Picard can move files to a target folder and create subdirectories there. If you enable this the target folder is configured in Options > File naming.
I don’t understand either.
