Tell me, please, why the lists of genres on the site(https://musicbrainz.org/genres) and on the musicbrainz-server(https://raw.githubusercontent.com/metabrainz/musicbrainz-server/master/entities.json) are different? For example, genre “neo-progressive rock”.

Because it gets updated with genre requests, see its history at https://github.com/metabrainz/musicbrainz-server/commits/master/entities.json
The changes will be visible on the website once a new release is made.

Indeed, the page musicbrainz.org/genres has to compared with entities.json file on production branch rather than master branch which is development branch, see the MusicBrainz git workflow.
