Japanese album but 99% of the track titles are English - What should the language be?

This guideline was written before artist credit.
It’s the only reason it says release and track titles instead of release and track titles and artists.

Back then, it was impossible to change the artist name on each release.

So yes, this guideline must evolve with MB.

Artist Credit feature wished in 2007, requested in 2010, implemented in 2012.

Release language guidelines written very long time ago in MoinMoin, IMO (before 2011).
Oldest visible traces of the same wording as today is pre-AC: Current page 2012 version is based on that other page 2011 version (before AC), same wording as today:

The language attribute should be used for the language used for the release title and track titles. It should not be used for the language the lyrics are written in, nor for the language used for other extra information on the cover.

After writing this guideline, MB received release groups and artist credits.
The text should (have) evolve(d) accordingly and should now say the language and script of release and track titles and artists, not only titles:
