I am also stuck with the same issue as many others out there while installing Docker.
I have tried with turning the virus scan off but got same output.

Docker on windows runs as a virtual machine and does some special magic on windows.
Do you have any other virtual machines running?
Do you have the virtualisation extensions disabled in your bios?
