I have files some of them have the correct tags some of the do not.
I would like to rename them all with the format I have chosen even if the tags are correct. So far I have not found a way to do with as when you hit save it just renames those files with the new tags.

I assume with “correct tags” you mean saving files that you have not matched to MusicBrainz releases!? The file naming works the same, whether tags are “correct” or not. Picard’s naming will use the data from your tags and feed it to the file naming script.
If it does not rename them as you want to, check your renaming script and what variables it uses. Make sure those are available for the files you save.
