Does "included in" refer to physical media or to its content?

The description for the “included in” relationship says:

This indicates that a release group was included in another. This allows linking release groups (often albums) to box sets and other compilations that contain them.

Does this also apply to cases where all recordings of a release appear in another release? For example: If two albums are released on vinyl, and then later reissued on one CD, are the vinyl releases “included in” the CD release?

Your example is pretty clear, since the relationship is between release groups (the “abstract essence” of an individual physical release, irrespective of the actual media involved) they should definitely be related.
