Can a plugin change the destination directory of a tagged file?

I want to write a plugin which will warn the user if the destination for the file already contains the same file.

The same file is decided by comparing the old filename (ie. source file) to the tagger generated filename (ie. the target file). I have implemented this in the actual Picard code but the people on IRC suggested me to add it as a plugin first.

So, my questions are:

  1. Can I affect the destination directory using a plugin?
  2. If yes, how? Is it as simple as changing the _filename and _extension tags to what I want?
  3. Also, would you like the feature in the core product?
