Why are lyrics URLs only available for [artists, release groups and works?] (https://musicbrainz.org/doc/Style/Relationships/URLs/Lyrics_whitelist)
It’s common for different recordings of the same work to have different lyrics.
If the lyrics are (significantly) different, the work should probably be different too.

I guess I was thinking of cases where the lyrics in a recording are just incomplete and not necessarily altered or added to.
Say a work was written with three verses, but a recording is made where the last verse is left out. That wouldn’t constitute a new work would it?
No, that’s a partial recording of the work; there is a corresponding flag.
