I have been trying to save this album and I only have one song left but I cant due to this red lock icon. I had checked the permission and read only problems which hasn’t helped out. It has all permission and doesn’t have read only checked off.

The tooltip of the icon or info dialog of the file will show error details.
But yes, the lock indicating a permission issue, where the OS blocks writing to the file. If it is not file permissions or a read-only lock it might also be some other application locking the file.
In Picard 2 if you are on Windows the built-in player can itself be causing this. If you had the file playing in Picard then try to play a different file and save again. Or restart Picard.
In Picard 3 beta the issue is resolved.
