Sort troi patches by stability and use

This is for similar artists – Troi will call the LB similar artist endpoint. The next step is for FW to return random tracks by any of these similar artists that are locally available. This endpoint is what makes the local resolution clean, because playlists are constructed with locally available tracks.

okey got it, so in the end we need a third party endpoints registry and a available artist filter into troi.
