Recorded at; or Shot at?

What are the difference between these two relationship types (Event - Recording)?

Is it a case that videos should be “shot at”, and audio only recordings should be “recorded at” or is there some other difference I’ve missed?

You hit the nail on the head. “Recorded at” is meant for audio, while “shot at” is for video.
I often use both relationships simultaneously for video releases whose recording/filming date and location are known, e.g. concert videos.
An example of what I’m talking about can be found on releases like this.
