Besides the website, is there any way to add a Release (i.e. API or a local musicbrainz mirror)?
My gut tells me no, but I’d like to know for sure.
No, editing can only happen via the website. There are some bots that enter edits, but they, too, do this essentially by programmatically filling out and submitting the website edit forms.
