This is probably impossible, but could someone create three different accounts and vote three times for their edit?

No, it’s not that easy.
New accounts are not allowed to vote. This restriction was removed for a short while but it was abused much sooner and more often than anticipated so the restriction was re-added.

Yes, this is technically possible.
As @chaban already wrote: Not that easy as simply create 3 accounts and vote, but not completely impossible.

Regarding voting, no.
But recently there was a problem with a lot of 1-star ratings for Mozart. 
It also involves fake, temporary accounts.
I’ve seen this pop up a few times, but soon gets jumped on by suspicious editors.
