How to deal with Publication dates of Works?

Hi!
On IMSLP there are sometimes publication dates for works, but on MB there is no such relation for works. Should I put it as composition date? IMO, this wouldn’t apply to collections like http://imslp.org/wiki/Tafelmusik_(Telemann%2C_Georg_Philipp) , what should I do?

There is a ‘Publisher’ relationship, but in the case I have I don’t know the publisher, I just know the publication date and city, and it is not an isolated case for older stuff.

Do they really mean publication or do they actually mean first performance?
It’s strange to know the city / not know the publisher.
It seems easier to know a publisher than a city to me.

Oh sorry I found the publisher, it’s the composer. I will come back if i find an actual problematic case. Sorry for disturbing.
