With cassettes coming back (a little), people are looking for cassette CA they can print at home. Would it be permissible to upload an original creation of a J-card and cassette labels based off CD cover art, in cases where “real” cassette cover art doesn’t exist?

No, I don’t think that we should associate home made covers to real releases nor that we should create homemade compilations in MB.
