Does an arrangement qualify as a separate work?

Jazz pianist Vince Guaraldi created a jazz arrangement of Luiz Bonfá’s “Manhã de Carnaval.” Does this qualify as a new work? By my reading of this page, it doesn’t, but I’ve seen some conversations that leave me unclear.

In general I’d probably have added this just as a “catch-all for arrangements” recording, unless it’s been re-recorded in this arrangement by other artists. I guess it’s true though that if for example it is registered under a separate code and with separate publishers, it might make sense to have a work so that data can be stored at all.

As far as I understand it, it depends on you. There is a common consensus, that plus minus we add arrangements as separate work if it used in more than one recording, in other cases usually we just use recording of original work with ‘cover’ type. I guess, the reason for that is most covers are often separate arrangements and in cases when there are hundreds/thousands covers of same song (which is a spread story, if you don’t ignore releases on YT) as here for instance, adding separate work for almost every cover can be tricky, and especially because of controlling and checking quality of all these works.

I’m quite not sure how “arranger” should be stored in these cases if we don’t add separate work for every arrangement, but I do it with recording-artist “arranger” relationship.

Still I believe, that if you think, there is enough other info about this specific arrangement as sheet music, articles etc,I’m pretty sure you can add it without any problem.
