Cover Art: Towards more JIRA Tickets for more explicit Guidelines: cropping of borders, leaving borders fully visible

For historical/archival/research purposes there are significant advantages in having Cover Art scans uploaded with the border around the Cover Art entire and fully visible in the scan.

For “Display for Pleasure” purposes there are significant ad\vantages in having the border removed or rendered indistinguishable from the scanned object.

This thread is for the purpose of working towards creating the GIRA tickets to have these two categories of Cover Art acknowledged in the Style Guidelines so that editors can easily access current community standards and contribute in line with those standards, or alternatively point out possible improvements, flaws, failings, unintended consequences or more effective ways of achieving the goals.

How would good Guidelines read in your opinion?
