I want to write a plugin which will warn the user if the destination for the file already contains the same file.

The **same file** is decided by comparing the old filename (ie. source file) to the tagger generated filename (ie. the target file). I have implemented this in the actual Picard code but the people on IRC suggested me to add it as a plugin first.

So, my questions are:

1. Can I affect the destination directory using a plugin?
2. If yes, how? Is it as simple as changing the `_filename` and `_extension` tags to what I want?
3. Also, would you like the feature in the core product?
