I have not used MusicBraiz extensively and would like to use it for a small project I have.
I have a couple of thousand tracks in a playlist and would like to populate the release date for each track. Is there a way to do that in bulk using musicbrainz? I would need to look up the Artist - Song Name and return the release date. I have the tracks in an excel spreadsheet.
The manual way to do this is to look up each track manually but that could take ages.

Not reliably\easily as you’ll still have to check results. But you are likely to get a good hit rate if you tweak some settings. Also depends on the age of the music.
There are two ways that Picard can get a match. One by using the tag data in the file, the second by “Listening” to the file to get a match.
Where dates will go awry is when you get matches of compilations or reissues.
In Picard head to the Options and tweak the Preferred Release Types.
This suggests to match “singles” and “albums” before “compilations”. Depending on the music it may also be worth selecting Medium Formats like 7" vinyl and 12" vinyl.
You’ll get a pretty decent hit rate, but some will be out due to matching the wrong version of a release.
Also notice there are two dates with releases. One is the “Original Release Date” and another is the “Release Date”. If you match with a CD that is issued years after the initial release then these two dates will be different. It is that Original Release date you really want. (Someone should be able to point you at a script to do this step)

The time period that I am looking at is for tracks from circa 1970 to 1990. As log as there is some thing in there I ham happy to check through the list manually and change any that look wrong.
How can I do this in picard? Is there a manual I can read or a wiki anywhere?
There is the on-line Picard User Guide, which would probably be a good place to start.
